Cynthia Webb


Chief Executive Officer, Learn LLC.

While Cynthia (Cindy) specializes in federal education and science grants, she has successfully written and won federal, state and foundation grants of all kinds for clients all over the US, including museums, environmental firms and a variety of non-profits.

A retired archaeologist and public-school teacher, Cindy holds a Bachelor of Arts degree (Anthropology), and a Bachelor of Education (Secondary Social Studies) from the University of Colorado, a Master of Arts (Anthropology) from the University of Wyoming and a 2nd Master’s degree from Wisconsin in Evaluation Studies. She was adjunct faculty in the College of Education at UW in Laramie.

Cynthia has been writing grants and doing program evaluation full-time since 2015. She bought LEARN in 2018 when the former owner retired. Learn has been in business for over 25 years.

Meet Our Writers

  • Cheryl Donnelly

    Cheryl holds a BA in Business Administration/Marketing and has spent the past 28 years in the Emergency Medical Services field. While responding to 911 calls is her primary function as a paramedic, she educates by conducting CPR and First Aid Provider and Instructor classes, planning and participating in community events such as school Safety Days, and installing and maintaining medical alert devices. Cheryl has been writing grants for 4 years and is experienced with distance learning and telemedicine, education and medical grants.

  • Abigail S. Buchanan

    Abigail is a freelance writer and editor based in Laramie, WY. Her work has appeared in various print journals such as the High Plains Register and Christian Woman, as well as in several online platforms. She has been trained in a variety of writing disciplines, including copy editing, grant writing, and technical writing. Currently, Abigail works as an associate editor for Come Fill Your Cup and an associate grant writer for Learn, LLC.
